The Minister for Communications, Digital Technology and Innovations, Samuel Nartey George, has disclosed that the government is working on a policy that could require Ghanaians to verify their identity before accessing pornographic websites.
Speaking at the 4th African Inter-Parliamentary Conference on Family, Sovereignty and Values, the Minister explained that the proposed measure is intended to protect children from being exposed to sexually explicit content online.
According to Sam George, countries such as the United Kingdom have already introduced age-verification measures for access to adult websites, and Ghana is considering a similar approach.
“Today in the United Kingdom, for you to access a pornographic website, you need to submit your driver’s license so they can determine that you are 18 years old,” he stated.
He revealed that discussions are currently ongoing with Cabinet to implement a system that would require users to provide either a driver’s license or a national identification card before accessing X-rated websites.
“And that is why, for us, we believe that here in Ghana, and we are working with Cabinet on this, to ensure that before you access any X-rated site, you must provide either your driver’s license or your national ID card so that we know who you are and who is accessing the site, in order to prevent children from being exposed to such content,” he said.
The Ningo-Prampram MP argued that unrestricted exposure to adult content at an early age can negatively affect children’s thinking patterns, values, morality, and overall development.
He stressed that protecting children from harmful online influences is critical to preserving the country’s cultural values and social fabric.
“When a child is over-sexualized at an early age, it affects their development, thinking, morality, values, and standards,” he noted.
Sam George further maintained that the fight against harmful digital content should focus on safeguarding future generations rather than targeting adults.
The proposed policy is still under consideration, with government expected to provide further details on its implementation if approved.
