Fraud Cases in Ghana’s Financial Sector Rise 48% to 24,778 in 2025 — BoG Report
Fraud cases across Ghana’s financial sector increased sharply in 2025, with the total number of reported incidents climbing by 48 percent, according to the Bank of Ghana’s (BoG) 2025 Fraud Report.

The report, published by the Financial Stability Department, showed that fraud cases involving Banks, Specialised Deposit-Taking Institutions (SDIs), and Payment Service Providers (PSPs) increased from 16,733 cases in 2024 to 24,778 cases in 2025.

Although the number of reported fraud incidents rose significantly, the total value at risk recorded only a slight increase from GH¢99 million in 2024 to GH¢101 million in 2025.

The report also revealed a steady upward trend over the past four years. Fraud cases rose from 15,164 in 2022 to 24,778 in 2025, while the total value at risk increased from GH¢82 million to GH¢101 million.

According to the Bank of Ghana, the sharp increase was driven largely by the Payment Service Providers sector, which has experienced rapid growth alongside the expansion of digital financial services.

The central bank noted that tackling fraud will require stronger collaboration among financial institutions, regulators, law enforcement agencies, and the public.

It also stressed that as digital financial services continue to expand, financial institutions must strengthen internal controls and invest more in fraud prevention and customer education to protect users from increasingly sophisticated scams.
